Thesis written by Lieutenant James Lemuel Holloway, Jr. while a student in the Class of 1931 at the Naval War College.

James Lemuel Holloway, Jr. (1884-1984) graduated from Annapolis in 1915. Over the course of forty years in the Navy, Holloway held positions as the Superintendent of the U.S. Naval Academy from 1947-1950, chief of naval personnel from 1953-1957, and commander in chief of U.S. naval forces in the Mediterranean and eastern Atlantic from 1957-1959. He retired in March 1959 and served as governor of the United States Naval Home in Philadelphia from 1964-1966.
